Statutory Duties
- To enforce, usually by advising people how to comply with the
law which covers:
- Safety and Accident Prevention
- Health and Safety at Work Act
- Control of Substances Hazardous to Health (COSHH)
- Riddor
- Dangerous Wild Animal Act
- Food Safety Legislation
- Environment Act
- Environmental Protection Act (air quality, contaminated land,
nuisance. This is legislation used for dog control and fouling)
- Licensing Acts (cover public entertainment, theatres etc. and
all aspects of public safety at events)
- Housing and drainage where it affects health or safety
- Home safety as a discretionary function
Local authorities are also responsible for:
- Housing
- Highways
- Planning and building control
- Parks and recreation areas
- Environment and Agenda 21
- To maximise the awareness of some employers of their duties for
Health and Safety and the management of risk to prevent accidents
and ill health in their locality.
- To bring to the public's attention information and advice on
Health and Safety matters and promote awareness and understanding
of enforcement policy.
- To enforce legislation through advice and education, have powers
to order people to make improvements and, if necessary, may prosecute.
- To achieve and maintain consistency by taking account of national
standards, approved Codes of Practice, guidance from the Health
and Safety Executive and Enforcement Liaison Officer comments.
- To enforce food safety regulations.
- A range of grants may be available including minor works assistance
grants, and disabled facility groups. These benefits designed to
help people remain in their own homes more safely and comfortably.
